Abstract
Health and education are basic needs for children in their growing years. Access to provisions for health and education have long term consequences in terms of human capital for the individual. Moreover, these are development goals that enhances all capabilities, hence are to be considered necessities normatively. Hence societies, through State try to enable public provisioning to these facilities. Children however lack agency to have access to these provisions. It is often through parents or guardians that these necessities are availed. Access to public provision may be mediated through the local lens of citizenship. In this case, the status of the child as a migrant, especially as an inter-state migrant, represent a different socio-cultural category and hence not fit into the state arrangement of social provisioning for the local population. In this context we look into the question of access to public provision for health and education among migrant children in Kerala.
