Abstract
India’s Chemical manufacturing industry has played a significant role in ensuring food security in the country by providing vital input to the agriculture sector. The industry has been controlled and regulated by the state in the production, consumption and distribution of fertilizer products. But, the mounting subsidy bills and import dependency of the sector posed a critical question of whether the industry’s policies were appropriate or not.
The present paper is an enquiry into the state’s role, both as a regulator of the industry and as a producer, in moulding the fertilizer manufacturing industry. By analyzing this with the Economic liberalisation framework, the historical description shows conflicting policies in the pre and post-reform period.
