National Monetisation Pipeline
According to the union budget 2021-22, monetising public infrastructure assets is an important financing option for new infrastructure construction. Accordingly, the NITI Aayog has recently published guidelines on the National Monetisation Pipeline (NMP). It is worth an estimated Rs 6 lakh crore. It aims to unlock value in brownfield projects by engaging the private sector, transferring revenue rights to them but retaining ownership with the government. The funds so generated are used for infrastructure creation across the country. The NMP has been announced to provide a clear framework for monetisation and give potential investors a ready list of assets to generate investor interest. The list includes 26,700 km of roads, railway stations, train operations and tracks, 2,8608 Ckt km worth of power transmission lines, 6 GW of hydroelectric and solar power assets, 2.86 lakh km of fibre assets and 14,917 towers in the telecom sector, 8,154 km of natural gas pipelines and 3,930 km of petroleum product pipelines. The NMP is an innovative way of financing new infrastructure projects by monetising existing ones. The panel will discuss the pros and cons of this new proposal.
