Abstract: This lecture aims to shed a light on the debate on the role of the state and markets in economic development by a critical examination of the South Korean experience in this regard. I will start with an overview of the debate in the literature and the significance and relevance of the Korean experience. Then, I will review the developmental roles played by the Korean state in its push for industrialization as well as the role of the market-oriented reforms. After the examination of the issue at the level of policy choice, I will turn to the debate on the role of the state at the level of institutions that have gained prominence recently. I will review the rise and fall of the Authoritarian Developmental State in Korea and relate it to the debate on ‘strong state’, inclusive institutions and democracy. Finally, I will discuss the role of history or the initial conditions, and offer my version of the lessons from Korea.
